Q and Not U

Just who is Q and Not U? Are they the D.C. hardcore trio that showed up for their debut record or the out-there art-punk outfit they've evolved into? Their third disc, Power (Dischord), suggests that despite their delimiting moniker, Q and Not U is one and the other, a band that can kick it old school as well as work with a flute melody.
