Professor Street on saving money: "When you implement as many tax cuts as I did ... $1.3 billion ... and if I can't cut cops, I can't cut firefighters, I can't cut park workers, I can't cut City Council ... You can't cut anything. You know what you end up cutting? ... Public property. You end up cutting all the stuff that doesn't have a constituency. ... So you know what we [did]? We said, well, we'll reduce the number of miles of streets we pave from 3,000 to 2,000. That could save us some money."
